California's CARS Act hits Oct 01, 2026: nearly 90% of priced used listings sit under the 3-day cancel cap

California's Combating Auto Retail Scams (CARS) Act takes effect Oct 01, 2026, and it lands on one of the largest used-vehicle pools in the US. CDK Global reported on Sep 22, 2026 that the law requires dealers to advertise a "total price" including all non-governmental fees and to give used-vehicle buyers a 3-day right to cancel. MarketCheck live inventory data for Sep 28, 2026 counts 232,431 active used listings on California dealer websites, about 7.7% of the 3,022,275 listed nationally. Of those California listings, 197,955 are priced at $50,000 or less, the ceiling for the new cancel right. That is just under 90% of priced listings, so the total-price rules and the cancellation window reach most of the state's advertised used stock.

Why it matters

What to watch

How this was measured

All figures are advertised asking prices on dealer websites, not transaction prices. Sales are listings that left dealer websites, excluding auctions and private sales, and the price shown is the last list price, a sold proxy. The latest complete month is Aug 2026 and the data lags about two months. Shares and changes are simple ratios of the figures shown in the tables. The vs-MSRP row is a mean.
