# Vehicle Valuation Report

Defensible market valuation for any VIN, anchored on recently off-market listings (last list price, the closest observable proxy to a transaction), with dual-channel pricing (franchise vs independent), comparable listings, listing history, and 90-day market trend. All figures are listed prices. Use when the user wants the market value, appraisal, or fair price of ONE specific vehicle (by VIN, or year/make/model). Single vehicle only. Do NOT use this to rank or compare MULTIPLE VINs the user is deciding whether to buy (use Acquisition Fit Report, which ranks a whole list in one call), to get a VALUE on each of multiple VINs (use Batch Vehicle Valuation: one sheet row per unit), for a consumer trade-in or sell-private decision (use Trade-In Valuation), or for the advertised price of record / FTC compliance (use VIN Price Check).

## Inputs

### Required
- **vin** (e.g. `1HGCV2F38LA000777`): 17-character vehicle identification number.

### Recommended
- **miles** (e.g. `50000`): Current odometer reading. STRONGLY RECOMMENDED — without this we estimate from model year and get the wrong number for high or low mileage vehicles.
- **zip** (e.g. `60601`): ZIP code of the appraisal market (where the vehicle is being bought, sold, or appraised). STRONGLY RECOMMENDED — defaults to 90210 if missing, which produces wrong regional comparables.

### Optional
- **condition** (e.g. `Clean`): Vehicle condition: "Clean" (no body damage, well maintained), "Average" (typical wear), or "Rough" (visible damage, deferred maintenance). Biases the final range toward low/mid/high.
- **purpose** (e.g. `Trade-in`): Purpose of the valuation: "Trade-in" (lower end), "Retail" (upper end), "Insurance" (replacement cost), or "Wholesale" (auction). Influences the recommended range bias.
- **is_certified** (e.g. `false`): Tick this if the vehicle is currently CPO (certified pre-owned). Adds the CPO premium analysis to the report.
- **asking_price_usd** (e.g. `30995`): Optional asking/listed price to sanity-check. When provided, the report verdicts it against the MarketCheck Price and the active market and plots it on the price-band chart. If omitted and this VIN is itself currently listed, its own asking price is used.
- **target_margin_pct** (e.g. `0.15`): Dealer target margin as a decimal (e.g. 0.15). With purpose "Trade-in" or "Wholesale", produces the offer worksheet (retail-back offer).
- **recon_cost_usd** (e.g. `1500`): Expected reconditioning cost for THIS unit. Feeds the offer worksheet.
- **adjustments** (e.g. `Two tires, -400`): Itemized appraiser adjustments, one per line as "label, +/-amount" (e.g. "Two tires, -400" or "Aftermarket wheels, +800"). Applied over the market-derived base value as an explicit adjustments table.
- **appraiser_name** (e.g. `Jane Smith, ASA`): Appraiser or preparer name for the certification block. Defaults from the appraisal profile in account settings on appraisal-flavored runs; a value typed here always wins.
- **appraiser_license** (e.g. `UT Lic. 12345`): License or credential shown with the preparer name. Defaults from the appraisal profile in account settings.
- **client_name** (e.g. `Acme Insurance`): Client the appraisal is prepared for (renders in the certification block).
- **file_number** (e.g. `CLM-2026-0417`): Claim / file / stock reference number for the certification block. Leave blank to auto-assign the next number in your account's own series (e.g. ACME-2026-0007; set the prefix in account settings) whenever appraiser fields are used.
- **exclude_vins** (e.g. ``): Comparables to EXCLUDE (comma or newline separated VINs). They are dropped from every pool before valuation and listed as considered-and-rejected.

## Data semantics

Every price is a **listed (asking) price**, not a transacted sale price. "Recently off-market" comps show a vehicle's last list price (a sold proxy). The ML "MarketCheck Price" predicts an optimal listing price, not a sale price.
